Electrical Maintenance Manager

Annual Salary Range: $106,702.93 – $161,397.75

Ramsey Washington Recycling & Energy (R&E) is searching for an Electrical Maintenance Manager to provide technical, administrative and operational support for the R&E Center.

R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties and owns and operates the R&E Center in Newport, Minnesota. R&E’s vision is vibrant, healthy communities without waste. R&E accomplishes its mission through partnerships and innovation.

This position reports to the R&E Facility Director and will plan, supervise and coordinate the activities of staff engaged in the installation, maintenance, repair, overhaul and calibration of electrical and electronic power, control and instrumentation systems for the Ramsey/Washington Recycling & Energy Center. This is professional (exempt) work including, but not limited to, the following duties:

  • Direct plant maintenance functions in accordance with Recycling and Energy Board (R&E) policies and procedures.
  • Supervise, coach and provide work direction to employees.
  • Plan, coordinate, assign and review activities involved in the installation, maintenance, repair, overhaul and calibration of a variety of mechanical or complex electrical and electronic power, control and instrumentation systems for the R&E Center.
  • Supervise the testing and adjusting of new equipment for maximum operating efficiency.
  • Serve as lead authority on programmable logic controls (PLC) and variable-frequency drive (VFD) systems.
  • Lead troubleshooting, system improvements, and long-term automation strategy including obsolescence planning.
  • Participate in the development of preventive maintenance schedules and adjusts such schedules to meet changing conditions.
  • Evaluate and review maintenance reports and service requests. Develop schedules and prioritize work. Review the adequacy and effectiveness of work in-progress and completed projects.
  • Make periodic inspections to ascertain condition of equipment. Recommend repair, modification or changes in equipment or operating procedures to improve efficiency and prolong the life of the equipment.
  • Develop and implement ongoing safety training programs that adhere to federal, state, and county occupational safety regulations. Develop and implement ongoing operations and maintenance training programs as it pertains to the Facility’s objectives.
  • Estimate personnel, equipment and time required to complete projects.
  • Initiate and prepare requisitions for parts, tools, equipment and supplies.
  • Schedule and assign work and determine work procedures. Recommend work to be contracted out depending on workload, personnel, materials and facility requirements. Inspect and recommend approval of work performed on contract.
  • Assist in the preparation of and the adherence to the R&E Facility annual budget.
  • Prepare various operational reports. Read and interpret plans and specifications and other technical literature on plant equipment.

  • Ability to troubleshoot and diagnose defects in plant equipment and electrical and electronic systems.

  • Ability to plan, supervise and coordinate the maintenance of various types of mechanical and electrical equipment.
  • Ability to work independently without immediate supervision.
  • Ability to plan, coordinate, assign and review the work of others.
  • Ability to estimate personnel, equipment, and time requirements to complete projects.
  • Ability to effectively administer cost controls in accordance with R&E Board objectives.
  • Ability to effectively comply with all R&E Board policies and procedures.
  • Ability to maintain confidentiality
  • Ability to lift 40 pounds regularly.
  • Ability to work in a physical environment, requiring frequent bending, twisting, stooping, kneeling, crouching, climbing, walking, standing and reaching.
  • Ability to work all shifts and to be available as needed.
  • Ability to set priorities and to respond to changing demands in performing the Maintenance Supervisor duties.

 

Minimum Education and Experience

Education:      High School diploma, GED or equivalent

Experience:    Three to five years’ experience in each of the following areas: project planning, maintenance in industrial production, and PLCs.

Licensure: A current MN Master Electrician License and a valid Class D driver’s license are required.

Other:   Must pass R&E Board physical examination and security screening. Positions in this job class are subject to alcohol and drug testing including cannabis. Testing negative on required tests is a condition of employment
