Data Practices Requests

Ramsey/Washington Recycling & Energy strives to be a transparent organization that is accessible and accountable to its residents.

Ramsey/Washington Recycling & Energy data must be easily accessible to the public under the Minnesota Government Data Practices Act (MGDPA). The MGDPA defines “government data” as all data collected, created, received, maintained or disseminated by any government entity regardless of its physical form, storage media or conditions of use. All government data is treated as public data unless otherwise specified by another state or federal law. The public can view government data for free or obtain copies for a charge.

Use this form to request public data.

If you are requesting data on yourself or another person, complete this form as well . You will be required to provide reasonable identification to demonstrate your right to access the data.

Upon receiving your request, we process the request as follows: 

  • If it is not clear what data you are requesting, we will ask you for clarification. 
  • If we do not have the data, we will notify you. 
  • If we have the data, but the data is not public, we will notify you and specify which law classifies the data as not public. 
  • If we have the data, and the data is public, we will respond to your request by doing one of the following: 
  • Provide you with electronic copies in PDF format.
  • Arrange a date, time and place for you to inspect data for free.
  • Provide you with copies of the data.
    • Minnesota Statutes, section 13.03, subdivision 3(c) allows us to charge for copies.

Response time may be impacted by the size and/or complexity of your request. 

If requested, we will explain technical terms, abbreviations or acronyms found in the data to you.

The MGDPA does not require us to create or collect new data in response to a data request if we do not already have the data or to provide data in a specific form or arrangement if we do not keep the data in that form or arrangement (for example, if the data you request are on paper only, we are not required to create electronic documents to respond to your request). If we agree to create data in response to your request, we will work with you on the details of your request, including cost and response time. 

Following our response, if you do not make arrangements within 60 business days to inspect the data or pay for copies, we will conclude that you no longer want the data and consider the request closed.
