Annual Salary Range: $68,783.40 – $104,041.06

Ramsey Washington Recycling & Energy (R&E) is searching for a Human Resources Generalist to assist with development and implementation and to provide guidance on nearly every specialty within Human Resources.

R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties and owns and operates the R&E Center in Newport, Minnesota. R&E’s vision is vibrant, healthy communities without waste. R&E accomplishes its mission through partnerships and innovation.

This position reports to the Human Resources Manager and will assist on nearly every aspect of human resources at R&E. This is professional work including, but not limited to, the following duties:

    1. Promote a diverse, culturally competent, and respectful
    2. Assist in the development, maintenance, and delivery of human resources policies and
    3. Create recruitment strategies and plans for targeted and/or hard to hire
    4. Identify, develop, and cultivate relationships with sources of future candidates for R&E jobs.
    5. Assist throughout the entire recruitment cycle.
    6. Assist in onboarding and orienting new employees.
    7. Manage the onboarding, training delivery, and performance evaluation systems and provide training to employees who use them.
    8. Conduct exit interviews with employees.
    9. Assist with maintenance of R&E employee personnel, benefit, and training
    10. Respond verbally or in writing to inquiries from employees, management, job applicants, other employers, or past employees. Respond to employment verification requests.
    11. Monitor and ensure compliance with federal and state employment laws and regulatory agencies.
    12. Ensure all required employment information is properly posted and clearly communicated to employees in a timely manner.
    13. Provide guidance, consultation, and training to management and individual employees on interpretation and implementation of applicable State and Federal laws, and Human Resources policies, procedures, rules, labor contracts, and arbitration awards.
    14. Provide Generalist consultation to employees at all levels to address employment issues.
    15. Design and deliver programs that promote positive employer/employee relationships.
    16. Assist in preparation for labor contract negotiations by evaluating the impact of union demands and recommending contract changes. Participate in negotiations. Administer bargaining agreements.
    17. Provide coaching and direction to management regarding handling performance problems through remedial or disciplinary intervention. Draft official disciplinary notifications and monitor delivery and follow-up.
    18. Serve as liaison between R&E Board employees, Ramsey County Human Resources, and insurance carriers, for employee benefits.
    19. Administer and support employee-qualified leave of absence programs.
    20. Conduct and respond to salary surveys.
    21. Review payroll to ensure all payroll changes have been properly authorized.
    22. Identify, assess, and develop methods, sources and/or processes to address current and future training/development needs for individuals, groups, etc.

PREFERRED QUALIFICATIONS

Education: Undergraduate degree from an accredited college or university in human resources management, business administration, legal studies, psychology, sociology, or other closely related field.

Experience: Three years of human resources experience with at least one year of experience in employee relations and/or public sector service delivery strongly preferred

Substitution: A Master’s degree in any of the above areas of study and one (1) year of the required work experience above. An Associate’s degree in any of the above areas of study and five (5) years of the required work experience above.

 

MINIMUM QUALIFICATIONS

Education: High School diploma, GED or equivalent

Experience: An equivalent combination of education and experience listed above to total seven (7) or more years of highly relevant job experience.

Licensure: A valid Class D driver’s license is required.
