Ramsey/Washington Recycling & Energy (R&E) is currently accepting applications for a Human Resources Generalist to provide administration of various Human Resources programs, policies, and procedures. Ramsey/Washington Recycling & Energy (R&E) is a joint powers entity formed by Ramsey and Washington counties. R&E coordinates recycling and waste programs between the two counties and owns and operates the Ramsey/Washington Recycling & Energy Center in Newport, Minnesota.

This position is a professional level position that works closely with the HR Manager and will administer and support various aspects of HR administration including, but not limited to benefit administration, leave of absence administration, recruitment, employee onboarding, assistance with classification and compensation reviews, compliance, reporting, training, policy and procedure development, communications, and researching and compiling data. In addition, this position will provide support and maintenance of the HR Information Systems (HRIS) implemented by HR.
This position is based at the R&E Center in Newport and has potential hybrid remote options available.

Examples of work performed by this position:
- Assist in the development, maintenance, and delivery of human resources policies and procedures.
- Coordinate and conduct new hire benefit orientation.
- Create recruitment strategies and plans for targeted and/or hard to hire jobs.
- Identify, develop, and cultivate relationships with sources of future candidates for R&E jobs.
- Provide guidance, consultation, and training to management and individual employees on interpretation and implementation of applicable State and Federal laws, and Human Resources policies, procedures, rules, labor contracts, and arbitration awards.
- Provide Generalist consultation to employees at all levels to address employment issues.
- Design and deliver programs that promote positive employer/employee relationship.
- Assist HR Manager in preparation for labor contract negotiations by evaluating the impact of union demands and recommending contract changes. Participate in negotiations. Administer bargaining agreements.
- Provide coaching and direction to management regarding handling performance problems through remedial or disciplinary intervention. Draft official disciplinary notifications and monitor delivery and follow-up.
- Administer and support employee-qualified leave of absence programs such as sick leave, short- and long-term disability, and FMLA.
- Identify, assess, and develop methods, sources and/or processes to address current and future training/development needs for individuals, groups, etc.
Minimum Qualifications:
Education: Undergraduate degree from an accredited college or university.
Experience: Three years of human resources experience required. At least one year of experience in Employee Relations situations is strongly preferred.
Substitution: Additional relevant experience may be substituted for education on a year-for-year basis.
